Summary
Japan's Human Resources Development Promotion Act, established in 1969 and subsequently amended, aims to promote the development of human resources through vocational training and skills development. Managed by the Ministry of Health, Labour and Welfare, with collaboration from the Ministry of Education, Culture, Sports, Science and Technology, the Act focuses on enhancing employability and supporting economic development. Despite its strengths, the Act faces challenges in maintaining quality and adapting to technological changes.
Japan actually has two ACTS on TVET, the other is: Vocational Ability Development Promotion Law:
Year of Establishment: 1969
Objective: To establish a framework for developing vocational abilities, enhancing workforce skills, and supporting economic growth.
Lead Ministry: Ministry of Health, Labour and Welfare (MHLW)
Key Features: Emphasis on vocational ability development across various sectors, establishing guidelines for vocational training institutions, and focusing on lifelong learning and continuous skill improvement.
Prominence: This law is geared more towards continuous skill development and lifelong learning, ensuring that vocational abilities are continually enhanced to keep up with economic and technological changes.
NOTE
Japan is unique. It has a dual legislative approach in vocational education and training allows for a holistic system that can effectively manage both initial vocational training and ongoing skill development. The HRDPA ensures the establishment and maintenance of high-quality vocational training programs, while the Vocational Ability Development Promotion Law supports continuous skill enhancement and lifelong learning. This comprehensive framework enables Japan to adapt to evolving economic and technological landscapes, ensuring a skilled and competitive workforce
