Introduction to TM2I

The TVET Market Maturity Index (TM2I) - a tool MAYA created - evaluates the maturity of Technical and Vocational Education and Training (TVET) labor markets by examining key criteria such as program availability, industry alignment, regulatory frameworks, investment, employment outcomes, innovation, social protection, and wage dynamics. The objective of TM2I is to provide a comprehensive assessment of TVET systems, identifying strengths and areas for improvement. By doing so, it helps policymakers, educators, and industry stakeholders enhance the effectiveness and inclusivity of TVET programs, ensuring they meet current and future labor market needs and contribute to economic growth and social well-being.

TM2I Criteria Explanation

Program Availability and Accessibility: This criterion measures the reach and inclusivity of TVET programs. It ensures programs are accessible in both urban and rural areas, catering to diverse populations.

Industry Alignment and Skills Matching: This criterion ensures TVET curricula align with current industry needs through employer collaboration in course design, addressing skills gaps and emerging trends.

Regulatory Framework and Quality Assurance: A robust regulatory framework and quality assurance mechanisms maintain high standards in TVET. This includes setting regulatory standards, labor laws, and accreditation processes.

Public and Private Investment: Investment from both sectors is crucial for the sustainability and growth of TVET programs. Public investment includes government funding for infrastructure, while private sector contributions come through partnerships and resources.

Employment Outcomes and Career Progression: This criterion evaluates the effectiveness of TVET programs in enhancing employability and career advancement. Key metrics include graduate employment rates and career progression opportunities.

Innovation and Adaptability: Innovation and adaptability involve integrating new technologies and continuously improving curricula.

Social Protection and Worker Support: Social protection and worker support ensure TVET participants have access to essential services and protections, such as unemployment benefits and health insurance.

Wage Dynamics and Worker Mobility: This criterion assesses the fairness of wage-setting mechanisms and the ability of workers to move across regions and job roles. Fair wage dynamics ensure workers are compensated appropriately.
